NEW RULES REGARDING INSPECTION OF LIVING PLANT MATERIALS, FRESH FRUITS AND PRODUCTS OF PLANT ORIGIN INTENDED FOR EXPORT
THE SECRETARY OF STATE FOR AGRICULTURE AND FISHERIES,
HAS DECIDED
With revocation of decree of 25 October 1939 No. 4773/L/P, of 28 December 1939 No. 5858/L/P, 10 October 1940 No. 5858/L/P, of 10 October 1940 No. 4164/L/P, of 16 June 1941 No. 2422/L/P, of 21 November 1947, No. 6 (21737/Lb), pertaining to inspection of living plant materials, fresh fruits and plant products intended for export.
First:
- I. To designate the places where living plant materials, fresh fruits and plant products intended for export can be offered for inspection and certification. (This provision is no longer in effect)
- II. To appoint the officials for carrying out inspection of living plant materials referred to in Point I at the following places : (This provision is no longer in effect)
- III. To appoint the officials for carrying out inspection of fresh fruits referred to in Point I at the following places : (This provision is no longer in effect)
- IV. To appoint the officials for carrying out inspection of plant products referred to in Point I at the following places : (This provision is no longer in effect)
- V. To appoint the officials for carrying out inspection of cut flowers referred to in Point I at the following places: (This provision is no longer in effect)
- VI. To provide that for inspection and certification of living plant material, fresh fruits, and plant products intended for export the following rules shall apply:
Article 1
Shipment intended for export shall be submitted in whole to the plant quarantine inspector in order that inspection can be carried out, if necessary, of the whole lot. Submission of sample for inspection, in which case the plant quarantine inspector is not given the opportunity to inspect the whole lot, shall not be allowed.
Article 2
For each shipment intended for export a phytosanitary certificate shall be completed in triplicate.
Article 3
No phytosanitary certificate shall be issued for shipments which are not free or cannot possibly be freed from dangerous pests and diseases, or are in such a state of dying down or decaying that an inspection is deemed to be impossible.
- VII. To lay down the following schedules of fees and charges for inspection and treatment of plant materials referred to in Point I. (No longer in effect)
- VIII. To provide that the plant quarantine inspectors shall be responsible to the Director of the Centre for Agriculture Quarantine for rendering of services in connection with the exportation of plant materials.
Second:
This Decree shall take effect as from May 1, 1948.
